00 PM EasternGENERAL DEFINITION AND CONDITIONS OF WORK Performs intermediate work in the preparation and issuance of building, mechanical, electrical, plumbing and zoning permits in accordance with City codes; does related work as required.
Work is performed under the moderate supervision of the Senior Planner.
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects; work requires stooping, kneeling, crouching, reaching, standing, walking, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
ESSENTIAL FUNCTIONS/TYPICAL TASKS Receiving, processing, and issuing building, mechanical, electrical, plumbing and zoning permits; preparing and maintaining associated records and files.
Assists internal and external customer inquiries via telephone, email and walk-ins regarding permitting and inspection processes; assists with daily inquiries on basic zoning and land use questions and basic building code requirements; refers technical questions to appropriate departments.
Assists customers with required forms and submittal documents; receives plumbing, mechanical, building, electrical and zoning permit applications and reviews information for accuracy and completeness; assists in scheduling building, mechanical, electrical, plumbing and zoning inspections.
Coordinates and facilitates the permits, reports and inspections between the City of Monroe, permit applicants and utilities companies.
Coordinates and manages permit applications and reviews with Union County Environmental Health.
Notifies and informs customers of permit status, plan review correction notices, certificate of occupancies, outstanding submittal requirements or outstanding permit fees.
Processes fee payments; balances payment batches.
Verifies contractor information and license and confirms zoning and use of the property.
Compiles and issues correspondence as applicable to contractors, realtors, builders and homeowners, as needed.
Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES General knowledge of permit processing procedures and methods; some knowledge of building trades methods and terminology; general knowledge of standard office methods and procedures, business English, spelling, and commercial arithmetic; ability to perform detailed record work; ability to establish and maintain effective working relationships with associates and the general public; ability to type accurately at a reasonable rate of speed; ability to enter data into a computer.
EDUCATION AND
Experience:
Any combination of education and experience equivalent to High School Diploma/ GED and minimal experience in administration, customer service, permitting, accounting or clerical work; or any equivalent combination of training and experience.
SPECIAL REQUIREMENTS Possession of an appropriate driver's license valid in the State of North Carolina.
