00 PM Eastern DESCRIPTION BENEFITS GENERAL DEFINITION AND CONDITIONS OF WORK Performs intermediate administrative and skilled technical work in the preparation and maintenance of financial and grant records; does related work as required.
Work is performed under the limited supervision of the Accounting Manager.
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects; work requires stooping, reaching, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
ESSENTIAL FUNCTIONS/TYPICAL TASKS Coordinating and maintaining City's grant funding records; maintaining and reconciling financial records and files; preparing financial reports.
Performs grant pre and post-award coordination, including reimbursement requests, quarterly/semi-annual reporting, budget revisions, amendments and closeouts.
Research, analyze and interpret grant rules and regulations to ensure compliance with federal, state and local grant requirements.
Maintains grant files and correspondence for potential audits with both paper and electronic files.
Reviews and monitors on-going grant programs; develops and submits periodic reports to management.
Researches competitive funding opportunities from a variety of grant programs (primarily federal and state sources) and disseminates information to management and City staff.
Work closely with all City departments to ensure grant compliance is maintained and state and federal Uniform Guidance requirements are met in addition to the City's grant policy guidelines.
Maintain and update the City's grant policies and procedures, as necessary, to stay current with grant rules changes.
Compiles and prepares various footnotes, spreadsheets, data, journal entries, and independent research related to grants for Comprehensive Annual Financial Reporting; including the Schedule of Expenditures of Federal and State Awards.
Serves as Administrator for purchasing card program; issues cards, establishes restrictions, processes, reconciles and codes transactions for purchasing card program.
Processes interdepartmental utility bills.
Prepares monthly revenue analysis reports for Enterprise funds.
Serves as backup for Payroll; process bi-weekly payroll; processes ACH and submits taxes.
Serves as backup for end of month balancing of general ledger accounts and monthly bank statement.
Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES Thorough knowledge of the principles, methods and practices of accounting; knowledge of state and federal grants and ability to administer grant programs and maintain compliance with Uniform Guidance; general knowledge of the laws, ordinances and regulations governing municipal financial matters; thorough knowledge of modern office methods, practices and equipment; ability to prepare and maintain complex financial reports and records; ability to analyze and evaluate complex financial systems; ability to establish and maintain effective working relationships with associates and the general public; ability to express technical ideas effectively, both orally and in writing.
EDUCATION AND
Experience:
Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in accounting, finance, or related field and considerable experience in accounting work and grants administration.
SPECIAL REQUIREMENTS Possession of an appropriate driver's license valid in the State of North Carolina.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
